Peace is maintained between the planet Rutan and its moon, Senali, by the ruling families exchanging a child at the age of seven. War has been held at bay for hundreds of years, but this peace has now proved to be fragile. The prince of Rutan refuses to accept the system. The prince may have been born to rule, but is not quite fit for it. He prefers power to peace. Avoiding war and achieving peace through mutual understanding and compromise are two different things. Qui-Gon and Obi-Wan have been sent to preserve the peace, but the challenge proves far from easy.
